They set up a process and they have to follow it or else there could be lawsuits etc. but the OP said "it is a Law in the USA" seeming to refer to some law that the VP (or else Harris herself?) would have to be picked. There is no such law. And really I don't see much that's relevant to "federal election law" here other than, as you say, Biden will release his delegates and there will be some process where they choose a new nominee

So if it can be proved without a doubt he is senile/Parkinsons etc does this mean that what he suggests can be undermined?

It's not a law. None of this is a law because the Democratic Party is in theory a private organization and can make what decisions it wishes

Biden doesnтАЩt have any delegates now that heтАЩs dropped out. All delegates are basically uncommitted.
